Xcel Energy is hiring a Director, Supplemental Maintenance and Construction to be based out of the Prairie Island Nuclear Plant in Welch, MN. The Director oversees project managers, supervisors, internal and temporary building trades personnel.
Summary
Provides strategic leadership and direction in supplying a safe, skilled and market competitive variable workforce to Nuclear and other Xcel Energy business areas. Establishes the vision and expectations for safety in the workplace. Represents Xcel Energy and maintains an effective working relationship with the AFL:CIO Craft Building Trades and assigned in house IBEW union employees. Directs the development of market competitive and effective contracts with third party contractors used for project related work, scheduled overhauls and forced outage events. Establishes the strategic direction and performs the overall management of Supplemental Maintenance and Construction.
Essential Responsibilities
: Provide Xcel Energy a supplemental/variable labor force at a market competitive rate structure to perform construction and maintenance work using effective negotiations with craft union leadership, project labor agreements, project management systems for contractor services, direct hire of temporary labor and non:exempt Xcel Energy Union employees. Guides the successful ability to transition from zero temporary craft workers to over 500 and back down as workloads change. Ensures workforce reliability through effective negotiations with craft labor union leadership. Determines and maintains required licenses and certifications to perform assigned work.
: Ensures a safe working environment by establishing the proper infrastructure (processes, procedures, training, responsibilities, protective equipment and records, etc.) to ensure that personnel and worksite safety is managed effectively and in compliance with all applicable regulations. Ensure that individual accountability for safety is a fundamental value for all workplace personnel. Leads initiatives to improve safety conditions to minimize worker injuries and financial risk to the Company.
: Responsible for developing a thorough working knowledge of craft Union Building Trades work rules, compensation, benefits, etc. Develops a good working relationship with all craft labor leadership (i.e. boilermakers, pipe fitters, carpenters, laborers, etc.) Participates in Industry Labor Management committees in selling and negotiating improvements to existing and new craft labor agreements. Requires a broad business mind:set.
: Provides direction and oversight to third party contractors used for project related (e.g., boiler tube repair/replacement, coal mill maintenance, coal handling equipment, etc.) work during scheduled overhauls and forced outages. Negotiates contractual provisions with contractors. Assesses contractor performance and guides efforts to improve contractor work quality, safety, productivity and costs. Leads efforts to minimize costs of third party contractors (e.g. boiler, coal, janitorial, scaffolding, etc.) Guides centralized initiative to coordinate procurement of services. Maintain working knowledge of the industrial contractor industry and craft labor that can be used to leverage Xcel Energys position.
